The Clovis Police Department would like to remind everyone that local schools are back in session as of Thursday, August 12, 2010. In the morning hours prior to school and in the afternoon following school letting out, Officers of the Clovis Police Department will be conducting Speed Enforcement Saturation Patrols in the City of Clovis in designated school zones. Officers will be specifically targeting speeders in these school zones. The school zones are clearly marked and most are 15 Miles Per Hour. Please pay attention to your speed and watch out for the children and crossing guards as well as school buses loading and offloading children at schools and in the neighborhoods.  

The Clovis Police Department would like to remind you that Officers will be out in force to make sure that the children and crossing guards are safe in the designated school zones all school year. Please pay attention and slow down in the designated school zones. There is a Zero Tolerance Policy for speeding in school zones. The speed limit in most of the school zones is 15 Miles Per Hour. The fine for speeding in a school zone is $161. It is also illegal to pass a stopped or stopping school bus that has its stop sign deployed and flashing warning lights activated. The fine for passing a school bus when loading or unloading children is also $161.

The Clovis Police Department would like to advise the public that the Records Section will be closed on Monday, July 26, 2010 for the implementation of new Records Management Software and training. This will be the only day of that week that Records will be closed, so please plan accordingly. Normal days and times will resume at 8:00 am on Tuesday, July 27, 2010.

Press Release: Animal Control Unit Initiates New Animal Registration And Licensing Program

In April, 2010, the Clovis City Commission voted in favor of Municipal Ordinance # 1925-2010 requiring the Clovis Police Department Animal Control Unit initiate an Animal Registration/Identification License program. 

The purpose of the ordinance is to develop a central database registering the pet to an owner.  If the animal is properly registered, this will assist Animal Control Officers in returning the animal to its rightful owner should they come into contact with the animal running at large. 

After several of months of developing the infrastructure necessary to complete this task, the Animal Control Unit is now ready to start accepting licensing applications to register domesticated dogs and cats.

The application will be available on Monday July 19th, 2010, at the Animal Shelter, located at 2203 E. Brady, from 10:00 AM - 4:30 PM, Monday thru Friday, or at the Clovis Police Department Records Unit, located at 300 N. Connelly Street, from 8:00 AM to 5 PM, Monday thru Friday. 

Licensing requirements: 

The application requires a proof the animal has been vaccinated for rabies.  This may be done by presenting a current rabies certificate at the time of licensing or a licensed veterinarian may sign the application as a verification of vaccination. 

There is no fee associated with licensing your family pets. 

Once the pet is licensed, the animal must have some sort of “Pet Identification” attached to it.  This may consist of a microchip, a tattoo or the license tag itself.  There have been questions as to whether or not the animal must have a microchip or tattoo.  That is not the case.  Once again, the issued metal license tag given by the Animal Control Unit can serve as the pet identification, so long as it is attached to the animal. 

The term of the license will be three years.  This coincides with the required rabies vaccination requirement.  Re-registering the animal every three years will allow us to keep the owner’s information current.

Press Release: Robbery At Allsup's Convenience Store - Witnesses Capture Suspect

Incident Type: Robbery At Allsup’s Convenience Store Parking Lot At Grand and Prince Streets In Clovis Friday Morning – Witnesses Give Chase and Apprehend Suspect  

A local woman was robbed of a money bag containing an undisclosed amount of money at a Clovis Allsup’s Convenience Store located at Grand and Prince Street today on Friday, June 18, 2010 at approximately 10:00 am when a suspect described as a black male was standing by an ice machine in front of the store and asked the female victim for a cigarette as she was walking up to the store and when she said she did not have one, the suspect punched the victim in the face and took a money bag that the female was holding. The robbery suspect then turned and ran to the south and fled on foot from the parking lot area of the store. The woman yelled for help and a group of male witnesses came to her aid and chased the suspect in a vehicle and were able to apprehend the suspect after a short vehicle and foot chase that ended in the area of 4th and Oak Streets. Clovis Police arrived on-scene within a few minutes of the 911 call and took custody of the suspect from the male witnesses that had apprehended the man. All of the stolen money was recovered and returned to the owner.        

The female victim was not harmed severely and was able to give a statement and cooperate with police at the scene. None of the male witnesses that captured the robbery suspect were harmed in the incident. 

The suspect was arrested for Robbery and other felony and misdemeanor charges related to the incident based upon the victim and witnesses statements. The robbery suspect is identified as 24 year old Clovis resident Rondy Q. McDonald. McDonald was transported to the Curry County Adult Detention Center where he is being held on the Robbery charges.

Press Release: Daytime Burglary Suspects Arrested Thanks To Neighbors

Incident Type: Daytime Burglary Suspects Arrested Thanks To Watchful Neighbors

A pair of local Clovis men identified as 27 year old Gabriel Rodriguez and 30 year old Jeremiah Mascarenas were arrested Friday, June 4, 2010 at around Noon time by Clovis Police Officers responding to a report of a “Burglary In Progress” called in by neighbors on Nancy Lopez Drive located in a Northeast Clovis neighborhood. Gabriel Rodriguez was arrested on counts of Aggravated Residential Burglary, Conspiracy, Felon In Possession of a Firearm, Larceny of a Firearm, Possession of Burglary Tools, Felony Tampering with Evidence, Resisting, Obstructing or Evading An Officer, Criminal Trespass and Felony Criminal Damage and Jeremiah Mascarenas was arrested on counts of Accessory to Aggravated Burglary, Conspiracy, Felony Criminal Damage, Criminal Trespass and Resisting, Evading or Obstructing an Officer after watchful neighbors contacted police immediately with suspect identifying information and suspect vehicle description upon seeing suspect Gabriel Rodriguez enter a neighbor’s house through a front living room window on Nancy Lopez Drive in Clovis while leaving the parked suspect vehicle running in the victim’s driveway.  

Upon the arrival of Officers in the area, a Clovis Police Officer located the victim home with a yellow Dodge Neon in the driveway unoccupied, but with the motor left running, as described by a reporting neighbor. As the Officer approached the house, he saw the burglary suspects in the home and then flee out the back door of the home upon seeing the Officer approach. The Officer radioed the information to other responding Officers in the area as a DA Office Investigator assisted the Officer in clearing the home of any other possible burglary suspects. During this search it was discovered a pistol may have been stolen from the residence by one of the burglary suspects as evidenced by a pistol bag found lying on the floor and this information was conveyed to other Officers in the area. During their attempted evasion of the Officers the burglary suspects Gabriel Rodriguez and Jeremiah Mascarenas damaged home owner’s fences in the area of Ray Hardy and Colonial Parkway. Suspect Gabriel Rodriguez was found by an Officer hiding in bushes on Colonial Parkway and suspect Jeremiah Mascarenas was found hiding under a car in a garage of a residence nearby on Colonial Parkway. The loaded pistol stolen from the Nancy Lopez Drive residence was also found in the bushes on Colonial Parkway. A computer and electronics from an office in the home were found packed in a gym type bag lying on the living room floor that had been left by the fleeing burglars. 

Clovis Police would like to remind citizens that this is a prime example that the crime fighting effort is a community team effort between concerned, watchful citizens and neighbors and police that resulted in the successful apprehension of two burglary suspects and the recovery of stolen property immediately.
